This will test if the system is successfully rebooting.
However, until we have debug bundles with root access, we will
not be able to test anything other then boot step after upgrade.

Remove excess qemu devices

This will leave 3 qemu devices. It helps reduce the number of jobs
running in parallel on one server.
Also remove aarch64 qemu. Those jobs can run on regular qemu devices.
