Potential network congestion in the lab

On Friday night, two QEMU devices failed their health checks due to timeout because it took too long to download debian images from https://image.validation.linaro.org

Not sure if it was congestion in our lab or issue with linaro server (maybe @pastanki can investigate?). What we can do is maybe move images locally or somewhere in the cloud. Can you provide such location with instructions on how to upload?
